Less words and more actions – President at the meeting on struggle against corruption

President Petro Poroshenko has held a meeting with heads of security structures on the enhancement of the efficiency of struggle against corruption, smuggling and abuse of office at the customs.

“Threats caused by corruption are as dangerous as threats of Russian aggression in Donbas and annexation of Crimea,” the Head of State emphasized.

The President noted that efforts in that direction must be coordinated by the National Anti-Corruption Bureau, Security Service of Ukraine, Ministry of the Interior, National Agency for Prevention of Corruption, Prosecutor General’s Office and other agencies by the beginning of full-scale functioning of the National Anti-Corruption Bureau.

“I demand greater level of coordination between the security structures. I will not allow anyone to pull the blanket over himself. We must demonstrate efficient interaction in order to provide reports not about the number of criminal proceedings, but about the number of court sentences. Corrupt schemes must be submitted to courts and criminals must be brought to criminal liability,” the President stressed.

The Head of State has particularly drawn attention to the reformation of all the agencies.

The President is hopeful that the Parliament would soon approve the Complex program for the reformation of the Ministry of the Interior and establishment of the national police. “I hope that the Parliament will be capable of ensuring these changes,” Petro Poroshenko said.

According to the President, the reformation of the Security Service is especially acute. The Security Service must finally complete the process of depoliticization – get rid of the influence of political parties, stop being an instrument of political pressure and “start fulfilling its functions”. “Less words and more actions. More concrete results in the form of court sentences. You shouldn’t advertise intentions, you should report on results,” the Head of State noted.

Petro Poroshenko expects the Acting Head of the Security Service to dismiss the First Deputy Head of the Security Service Yuriy Artiukhov, Deputy Heads of the Security Service Vitaliy Tsyganok and Viktor Yahun and Chief of the Investigative Department of the Security Service Vasyl Vovk. At the same time, Vasyl Hrytsak must submit proposals to the President “on serious staffing reinforcement of the Security Service that will ensure the reform”.

The President has also noted that the Acting Head of the Security Service must take all the recent criminal proceedings under his personal control and prevent their unreasonable closure.

The Head of State has emphasized the importance of struggle against corruption in the higher power. For this end, he has abolished parliamentary and judicial immunity as an element of the Constitutional reform. According to him, the Constitutional Court has published its decision regarding the draft law on the abolition of parliamentary immunity and limitation of judicial immunity today. The President noted: “I would like the Parliament to pre-approve respective amendments to the Constitution at this session”.

“Thus, we will stop discussions that criminals go to the Parliament to avoid liability. There will be no more discussions about the ways suspects leave the country using their immunity. There should be efficient actions that will help us struggle against criminals,” the Head of State emphasized.
