On March 26-29, 2012 the first round of expert negotiations between the competent authorities of Ukraine and State of Qatar on the Agreement between the Cabinet of Ministers of Ukraine and the Government of Qatar on the avoidance of double taxation were held in Doha (Qatar).

The Ukrainian delegation participating in the abovementioned negotiations was headed by Mrs. Liudmyla Palamar – Head of International Taxation Division – Tax, Customs Policy, and Accounting Methodology Department of the Ministry of Finance of Ukraine.

From the Qatari side the expert group was led by the Director of Public revenues and taxes Depratment of the Ministry of Economy and Finance of Qatar Mr. Moftah Jassim Al-Moftah.

The negotiations were conducted in a friendly, cooperative and constructive atmosphere of mutual understanding. An Agreement was reached on most of the provisions of the draft Agreement. The main agreed points were stipulated in the Agreed Minutes of the negotiations. The further discussion of the draft of the Agreement will take place during the next round of negotiations which are expected to be held in a few months in Kiev.
